Consultant: No need for MAHB to re-examine an aerotrain project to avoid injustice, waste time
KUALA LUMPUR (May 26): There is no need for the airport operator Malaysia Airports Holdings Bhd (MAHB) to reopen its air train tender as this will only create an injustice to existing bidders and a waste of time to extend the process, a consultant said.
Senior aviation consultant Jaafar Zamhari said any changes to the bidding process were not abnormal and even bidders were notified after the closing date.
He said each participating company should be flexible, offer complete solutions and demonstrate added values with varieties and options for the project owner to select.
“This has been the norm in any large and complex bidding process, where clarification is sometimes needed to ensure that all bidders get a detailed explanation of the bid.
“What is important is to ensure that all bidders receive a fair level of information and have sufficient time to submit their comments,” he said. Bernama when contacted on Tuesday.
Jaafar commented on MAHB’s tender for the design, supply, installation, testing and commissioning of the Automated People Mover (APM) and associated works at Kuala Lumpur International Airport (KLIA ) which caused some dissatisfaction among bidders due to its last minute adjustments.
He said that under normal circumstances bidders have a special space and channel to submit any additional questions, if necessary.
He was confident that the airport operator would evaluate the proposals of all bidders on the basis of their operational needs.
“Of course, there will be more than one solution available on the market. The most important thing is to ensure that the solution is suitable for the implementation to ensure that the operational efficiency of the airport is at an optimal level.
“We must also remember that a wrong selection of systems and technologies for the airport can lead to huge losses if (they are not) planned carefully, as the wrongly selected systems and technologies may no longer be relevant to the airport. the future, ”he said.
Meanwhile, in response to a Bernama investigation, MAHB said the changes were made to allow participating bidders the flexibility to come up with any solution that meets the functionality criteria.
He stated that in general, any amendment issued during a bidding process is intended to dispel any confusion or doubt that may arise in the bidder’s requirements in accordance with bidding policies and procedures.
For the APM tender, he said the changes were intended to ensure that participating bidders have every opportunity to come up with a full proposal that meets the criteria of the MAHB requirements.
“All participating bidders were also notified of the changes and had sufficient time to respond in accordance with our standard policies and procedures. There is no reason to proceed with a new call for tenders, ”he added.
According to a report from a professional weekly, the tender was closed on November 2 last year, however, MAHB had informed the bidders in March that it had made changes, specifically requesting bids with a system. cable-powered (CPS) as opposed to self-propelled. (SPS) and other accepted systems.
KLIA’s current skytrain uses SPS technology.
